I just rebuilt mine about 2 months ago. I have all the specs for the set up at home and I can e-mail them to you later if you wish. If I remember correctly, the lining is 1/4" thick.
I had my band relined at a local brake and clutch shop, the cost was ~$40. VPW has relined bands as well, I think the cost for theirs was ~$50 + core and shipping. VPW also has all the springs and hardware you'll need. My e-brake was missing some components and had been installed incorrectly when I bought it. VPW came through with the correct springs and bolts that I needed (thanks Dave!).
I think that by '55 Dodge had done away with the cable and went with a solid linkage for the e-brake. This is a HUGE plus; installing the new cable on my '49 was not a lot of fun...
