I would use a torch to anneal each rivet location prior to drilling. Just heat the spot red hot and let it cool slowly in air. The part that goes into the handle doesn't have to be hardened. No sense in wearing out expensive bits drilling hardened steel when you don't need to. For what it's worth, the old timers never threw out a dull file, but saved them to grind down and make knives out of. You can't get much harder than that.
