Issues such as this are make up some of the motivation for people not doing business in CA, moving elsewhere, holding events in other states. The cost of doing business in CA is untenable for many people - even if they're in a non-profit.

I believe your event is held in Hollister, so you might want to approach the San Benito County folks and the C of C to see if they've got any solutions. But don't hold your breath...
