Yea, that sounds like a bad pump.
If the electric pump is between the tank and the mechanical pump check your oil right away to make sure it has not been thinned out by gas leaking from the mechanical pump into the motor. This can happen with these pumps and pressurizing the mechanical pump by putting the electric pump ahead of it can make the leak much bigger.
Bad enough to have to be rebuilding them pump - don't want to have to rebuild the engine too!
