I always loosen the lines at the injectionpump-just as you would do to bleed air from the lines. Way easier that removing lines from the back of the pump.
Lift pump is the most likely and also the easiest/cheapest to repalce. Keep the old one in case that wasn't the problem. I have more faith in an old OEM part than a new parts store part these days.
I've used nurse tanks and supplemental pumps to isolate a fuel supply problem.
If the IP is getting fuel, the only part of the IP I feel competent to service is the fuel shutoff solenoid. You can replace it or remove the plunger to test if that is the problem.
