looks like you could split the back side of the steering lever open lengthwise with a 1/8" cut off wheel. Then weld two tabs of 3/4" by whatever length you need that have bolt holes drilled in them. I would use at least a 5/8" bolt for the clamping bolt. Tighten it while you have the assembly preheated to 400 degrees and when she cools it will hold like grim death to a sick coyote.
That is how I fixed my International.
