Two Tail Lights one brake light?

WAOrking out a last minute kink. I have both tail lights working when i hit the brakes only one Brake light. When i switch the wire around going into the lamp the brake light come on without even pressing the brake pedal. Any ideas? I don't think it a bad ground because switching the wires make the brake light work and also the taillights works so it cant be a bad ground.
