One is a measure of force, the other of ummm gravity? But then they are both the same.
Basically, the force is equivalent to one ounce on a lever 1 inch long. 20 in/oz is the same force as 2 oz at 10 inches.
The flywheel would need 20 in/oz no matter it's own weight, the balancing is to make up for a 20 in/oz unbalance to the crank.
If you know where to lighten it, you can goggle a chart for the weight of iron removed with various drill bits, including the 118 degree point.
The lighter flywheel will rev faster.
