The 727 and 904 should not be run without the kickdown linkage on and operating. It controls the line pressure as well as upshift and downshift.
UnHook linkage.
Pull lever on tranny back to rear all the way. Use a piece of wire or something to hold back.
Put carb to WOT (FLOORED)
Hook linkage up and adjust so the carb at WOT pushs the lever on tranny all the way back. That should take care of it.
