I had the same kind of situation. Put some old nuts and bolts in it, strap it on a wheel and spin it knock out the loose stuff. Take it to an old time radiator shop, they will boil it out in hot acid mix to get the varnish. I then used POR 15 gas tank renu treatment (another acid solution and sealer). may have been overkill but I am happy with the results.
