I made a tool that works great.
I took a piece of pipe and welded a ring to one end. The OD of this ring is just a bit smaller than the OD of the seal. The ID is the smae as the pipe. About 1/4" from the edge of the ring I drilled holes every inch or so. On the other end of the pipe I capped it off, drilled a hole in the middle, welded a nut over the hole, then threaded a bolt in the nut.
The way this works is you take self tapping sheet metal screws and screw the ring to the seal, then just start tightening down on the bolt and it will back the seal out slicker than dog snot hangin off a door knob.
I've used it several times and only once did it not work correctly. I didn't have the thing screwed on in the center and when I started tightening on the bolt it caused it to slid to the side. I removed it, rotated it a little so as not to hit the same holes and it came right off this time.
Someone else might have a better idea but this is the best I could come up with. I could possibly post a few pics if you want me too.
