I assume you already know there is no cost effective way to do this--especially if you time is worth any thing. If it is a mission or a quest then you can make friends with an outfitter or somebody with a pack string; pack in tools and wheels and tires to make it roll; and drag it out. Of course this is after you do the paperwork which ain't gonna be a ten key stroke finagle.
Just remember these are the same folks that brought you OSHA and other examples of government wisdom.
