Don't know if I can explain this but I'll try. When you mount a tube type tire you push the deflated tube into the the tire and then the flap which is a thin(about the same thickness as the tube but stiffer) U shaped piece(open part of U towards tube). I believe that it's function is to hold the tube out of harms way during mounting and to cushion it from the wheel surface when the tube is inflated. I could be wrong but I think that's what it is for. Kurt
