Carryall / PW front rad support ???

At t6he bottom of the support are two bolts - mine are welded to the support . Was this steel on steel or was there a rubber or cloth pad in there .
Its been awhile .
There was some springs between the nut and the frame crossmember but I am not sue if there was anything between the support and the crossmember .

Got a big M15000 winch tucked behind the bumper ....things are very tight back there
