If you really don't have an email program like Microsoft Exchange or Mozilla Thunderbird, then that also explains why the "mailto" link doesn't work. A lot of people these days just use web email. "mailto" links don't understand web email and won't bring up your email page. You'll have to do like I described above and copy and paste the email address directly into a "new message" window in your web mail page at juno. The forum software doesn't provide any emailing function of its own, like a web form to send a message to joe or anyone else.
