In NY, the registration for a Historical vehicle is minimal. The real savings is on insurance, because the insurance companies assume that you'll be obeying the law and using the vehicle for "occasional" daily driving, and mostly using it for parades and exhibitions. I pay $35 or so annually for each historical vehicle's insurance.
We've heard all the nightmare stories about CA, but I would not offer any advice about your home state, being only a right-coaster. But we in NY are familiar with oppressive and intrusive government.
