If there is a problem with the VIN verification, DMV and AAA will refer you to the CHP for resolution.
Technically, you are required to have the VIN number in two places. As a practical matter, the clerks usually only check the VIN tag.
In one out of four out-of-state trucks I registered, the clerk looked for both numbers. When the frame number was not legible, she referred me to the CHP.
There's a whole list of people who can verify VIN numbers including the private DMV services. If you have a problem, try going to a different verifier. But, any buyer should verify on their own that both the VIN tag and frame number are the same and legible.
