I think the clerk who told you that you can wait to pay the fees is wrong. I had a similar situation and the same advice that almost ended up costing me a lot of money. I paid the use tax, but did not license the vehicle or get a "title only" based upon advice of the clerk that I wouldn't incur additional costs by waiting as long as I didn't operate the vehicle. When I finally went to register the vehicle, they said I owed fees for two years and penalties.
By the way, as best as I can determine, CA bases weight fees on weight to the nearest 1000 lbs. So, if you can get the truck under, say 5,000 lbs, by off-loading stuff, you will pay less each year.
