The hole may be oblong in which case you will need to ream it out and install a shim .
But if the hole is still the proper size just place a floor jack under the tie rod and raise the axle until the tire just clears the ground , then tighten away .
If the tie rod is on top of the axle you need to come up with a way to push down . Big lever , pry bar or a sizzer jack often works.
