It's a part time set up, they used the CAD axle disconnect instead of lockouts. You can still put lockouts on the ends of the axles, which is what I did for my '87 Ramcharger, because the CAD was not working properly so I left it engaged then disconnected the vacuum line. Some guys put lockers in the front then buy a CAD cable actuated control kit to disconnect the axle when they don't need the locker.
