I would use phosphoric acid before painting with anything. Metal will rust as soon as it is exposed to air even though you can't see it. Applying phosphoric wash removes flash rust and will protect it for quite a while if kept dry. I reapply acid before painting,allowing it sometime to work and clean with wax and grease remover. It will also etch the metal making paint adhere better.
