Just re-read Justin's post and wanted to emphasize that plain primer will not stop rust. The rust can form under the primer, then you have a real mess.
As far as a recommendation, I don't have enough expertise to make a recommendation, but take a look at the House of Kolor KD3000 DTM Surfacer Sealer. Not recommending it, just trying to give an idea of what's out there.
