The choke is NOT vacuum operated, it is run by the bi-metallic coil mounted in the manifold. It heats up and opens the choke. The vacuum is the choke pull-off, it opens the choke in accordance to the intake vacuum pressure, preventing over rich situations.
I really jerry rigged my own. I hooked a choke cable to an automatic choke coil. The cable tells the springy coil what I want, the coil then keeps it in mind and sets the choke to an appropriate step in the fast idle steps- when I blip the trhottle. Otherwise, the step hold the choke from moving.
