Yes, but mess'n with the fuel screw, the engine can still be shut down if the fuel is cut.....as does the fuel solenoid. Most guy that mess with the injections pumps, not knowing what they are doing, end up with a governor mis-behaving...thus high rpms. But it still shuts down with the fuel being cut.
Not so in a TRUE runaway
