It's not a flaw in that a diesel engine is compression-ignition (no spark distribution system to worry about), so as long as you give it fuel and air it will run. And they're not too picky about what fuel, as long as it burns. That's one of the things that makes them so tough. So in that sense it's a design property.
Unfortunately since there is no spark, if you can't shut off the fuel, or the engine can get fuel from somewhere else as described, you loose the primary way of shutting down most diesel engines.
So it's a liability of a diesel engine, but not a really a flaw.
