The rims are likely 16x9 hutchinson rims, which are common on all sorts of light armored nato vehicles.
They're commonly fitted with Michelin XML's 38" tall wheels, i forget the size but they're the wider tire that wont fit power wagon rims.
The specific tires on the Fargo in question are likely a european military pattern, maybe swedish, or finlandish?
