Actually the sprung over scout is pretty good it is the 74 which is stock but the spring bushings are so bad the bolt is resting on the leaf spring.
I added 10 psi residual pressure valves on my m37 for drum brakes and they listed 2 psi for disks so I would think the pads should remain somewhat tight to the rotor.
