Lots of people do run the 12 volt accessories off of just the "low" battery in a 12 volt system. I bought a brush truck from the local VFD that was that way. They also told me that "it goes through batteries real fast". What happens when you do that is the batteries don't charge evenly. The "low" one has more drain, which means that by the time the "high" one is up to full voltage, the low one still isn't fully charged. Over time, the low one will never get a full charge, which will make the whole system seem weak, while the high one will over-charge and boil out its water. If for some reason you MUST do it this way, swap the batteries as frequently as you can.

These days there's no excuse for it, though. There are 12/24 volt switching converters available, mainly designed for marine and aircraft applications, that are efficient and accurate and provide enough power to run the usual 12 volt accessories like radios and other electronic gadgetry.
