Come to think of it I have seen this same arrangement on some little old farm tractors from the 1940s, 50s, and 60s, but for a different purpose. Even though I grew up on a farm (but it was a beef farm) in that era, the first one I saw I had to ask --- What was that used for?
I will guess only 2 to 5% of the guys here on the forum will have the answer.
This was like your emergency back up use generator.
You just connect an air hose to the fitting on the tractor and then connect the other end to your vacuum pipe line in the barn to provide suction on the line to milk the cows when the utility power was out or your vacuum pump was broke down.
I have never seen it in use but I would have to think it would provide way more suction on the pipe line than a 1/2 horse electric motor connected to a small suction pump.
