If you removed all the push rods then it sounds like you have a stuck cam follower (tappet). You need to free it up or you will end up breaking the cam. If it is a chain driven cam maybe a rusted link that won't roll onto the gear. But be patient, a little detective work and a good understanding of exactly how the engine works will lead you to the culprit.
