A lot of fumes are heavier than air so they settle in the low lying areas. These fumes being heavier than air will displace the oxygen or be flammable. CO is very close to the same weight as ambient air so just the slightest breeze will move it around. The heavier fumes will remain in the low areas or settle back to them.
