The '03 was the second repeating rifle adopted by the US military and lots of the brass were of the single shot era. It was considered that indiscriminantly firing multiple shots was a waste of ammunition and promoted poor marksmanship. Thus troops should normally use the rifle in single shot mode, saving the rounds in the magazine for emergency situations when they needed multiple shots in a hurry.
