I like 03s, and just picked up another. It didn't want to feed old round-nosed lead bullets but was fine with FMJs. I can't offer you much advice except look closely and see what's happening, and borrow a good-working one from someone and compare them. Maybe mag is dirty or spring is weak and it's not pushing the cartridges up like it should?
It seems like the problem would have to either be cartridge not coming up into the proper place, or bolt not picking up a correctly-located cartridge. It seems to me that in general, recoil should push the cartridges forward in the mag, because it pushes the gun backward, which is opposite what you're seeing.
