Tried a neat little stainless-steel turbine runner out of a jet engine starter, and tried a fan blower out of a car, but ended up buying a real pelton wheel. There are good small ones, aluminum or glass-filled plastic, on ebay for $50 to $100 these days. A pelton wheel running at ideal speed (rim speed equal to half of jet speed) can push 95% efficiency, versus less than 50% for a paddle wheel. Centrifugal pumps like pool pumps are somewhat like Francis turbines in reverse, and so would be better for low-head high-volume applications. I did salvage a 3-stage 10 hp turbine pump some years ago that's in the bone-yard for some future hydroelectric application.
