I think it was multibarreled 20mm aa guns that weren't allowed to be used on personnel. 88 aa guns were commonly used against armor - I haven't heard of any geneva arguments against them. But that's real wwII trivia, and I'll bet someone around here knows for sure, like John Seidts.
