The engine is sucking oil in through the intake valve stem seals and guides, depositing it onto the hot valve stem and head. The valve is hot enough to cook some deposits on it, but not as hot as an exhaust valve, which can burn the deposits off to a certain extent (or really cook a big mess - depends on various factors).
