carb. trouble please help

I have a 79 dodge power wagon 4x4 standard 360 engine. The problem is I had to replace the carb. because it kept on flooding. I have rebuilt the one that was on it, and it still kept flooding, now I have bought a rebuilt one and it still is doing it, so I replaced that one with another and it is still doing it. If any one out there has any ideas that might help please let me know. getting desperate thanks
