No title on my restoration project- what to do?

I live in Virginia and I am beginning to restore my WC-12 but unfortunately do not have a title for the vehicle purchased 15 years ago in PA- I have a bill of sale.
I was told by the DMV I cannot get a title for my truck! Does anyone know if this is true? Am I forced to stop work? Seems silly that the truck can never be registered since it now has no title! This problem may have happened to others and I'd like to hear how they resolved it.
