After re-reading your posting, I want to clarify how I arrived at 10 1/8 inches. Wheel was face up on a flat surface(welding table). Measurement was from table to OUTSIDE face of the center. INSIDE face would then be minus the thickness of the face, making it about 9 15/16". Sorry for misreading your posting.
I assume the wheels you are using are the 6.5", wide lock ring, not the 5.5", narrow lock ring. Obviously, the 5.5" wheels cannot be widened to the 9 5/16" measurement.
