I may be able to help you out with the bud centers. Not 100% certain at the moment. I have 3 wheels with bad tires and like you said, the rim edges are rotted. If I can get the rivets torched out, would you still want them. Drilling them is a LOT of work and would need to be worth my time, which is something I don't have a lot of these days.
