Well, okay then, you know the block really is 200, and the gauge really does say it's much hotter, even with a new (presumed good, or tested good?) sender. That seems to leave either the gauge itself or the power supply to the gauge.

On that system, I'm not sure what the effect of a bad ground would be. My quick and dirty test of gauge circuits is to simply ground and open the circuit at the sender and make sure the needle goes all the way one way and then all the way the other. If not, I'd dry the same experiment at the back of the gauge. If there's a difference in the results, something is wrong in between (wiring or grounds). I can't think of anything that typically goes wrong inside a gauge to make it read too high. Usually they either burn out and don't work at all, or dirt gets in the pivots and they get sticky. Springs don't get stronger or weaker, and windings don't gain or lose turns. When troubleshooting gauge circuits in the truck gets too complicated, I take out the gauge and the sender and set it up on the bench with a regulated power supply and figure out what's really going on.
