Does look like a civilian cab and with the rust at the top of the windshield frame, viewed from the inside, it's pretty bad. Lots of work there.
Looks like a fuel filler hole in the one pic. Don't see cowl light holes but 39's didn't have them. Has the winder hole and no rear screen holes. No data plates on thew dash is a big clue.
