At least I have been able to get a pink from a hand written bill of sale several times, no other papers. They do have a system that works for old junkers.
Geeze, how hard should a state make it for a $400 hulk, that we go and spend $20,000 to resurrect? Do you really think I stole that rusty hulk? Do you think that registering it would be better for the area's economy to the tune of &\$20,000, or sell or for $300 scrap?
Ah well, there's other states where it is ILLEGAL for a motorist to pump his own gas too.
And there's states like New Hampshire, where the state motto is "Live Free or Die!" but it is against the law to drive a car with a rust hole in it. And they actually inspect for that.
