If they're both well stuck, I would cut the heads off somehow (torch, grinding wheel, drill), get the manifolds off, and then deal with removing the remains while you still have a shank to grab hold of. Better that than break them off flush with the block. If you get a good hold on the shank with vise-grips and then apply the usual tricks of torch heat, wax, penetrating oil, strong cussing, etc to the part stuck in the block while wiggling the vise grips back and forth, I'm sure you can get the bolt to start turning bit by bit and get it out. Once it's broken off in the block, though, you're into a whole other realm of trouble.
