What "numbers matching" are you talking about: VIN number matching the engine number, like in Collector cars? If you throw in a different engine, no problem. If you're talking about the VIN (Vehicle Identification Number for THAT vehicle, not just A vehicle of similar year/make/model) then yes, it's illegal.
Simple test: Call your local city/county/state DMV, wherever you live, and ask them if you can just switch VIN plates on a car. They'll be HAPPY to answer that question.
