Yes the later 2nd series boards and bed strips stop inches short of the tailgate. The valance fills in the gap between these and the tailgate. The early 2nd series has the boards sitting entirely on top of the valance.
I am unaware of any differences between head boards from the early 2nd series through the 3rd series beds.
