Your springs are flat.
I agree with the comments that you have excessive weight up front contributing to the problem.
When I restored my civi PW, I could not find a spec on the arch for them, so used the M37 spec, which is 5.25" of arch.
When finished, they looked good - a slight arch, and the brackets were almost vertical.
A spring shop re-arched them to this spec, and added a leaf to help "hold" that spec.
