I've seen companies set their internal operations/finances/structures such that each department/area was a separate profit center, and their respective "boss" was responsible to see how much profit he could make for the company and get the next at-a-boy and promotion/raise/bonus.
This kind of short sided only about profit/power attitude causes things like this to happen. The "boss" over shipping wants to be "in charge" of the largest segment of a company, and all the material handling, and storage space, etc.. that he can claim ownership or responsibility for. this makes his department bigger, but more expensive and thus requires larger add-on fee's to pay for them. This leads to these type of crazy tactics.
If the company had a real "leader", this would be properly managed and controlled and not affect the products and customers. But unfortunately today it's all about the buck and how do I win attitudes.
