If not, remove a hose and make sure the block and head are filled up all the way. You may be having some kind of air lock or steam moving around until the pressure drops.
Even the flat heads have a bolt in the middle of the head that goes into the water jacket. Remove that bolt, let teh air out, screw it back in when antifreeze starts spurting up.
