Yes, definitely this happens with the low quality powder coating jobs or jobs done using the wrong powder for your application. A poor shop will just throw your rims in with the aluminum railings they're shooting a polyester on!
Powder coating is just paint...epoxy, latex, euethanes etc. There are so many misconceptions about powder coating that I just have to laugh when I read some of them but if you go to this link below...read it all...you'll probably learn something! :)
